A private commercial apartment complex in Najjanankumbi, Kampala, needed perimeter and surveillance built around the realities of multi-tenant residential security. PASS Systems installed both layers as a single specification.

Multi-tenant residential, secured at the wall.
Apartment-block security has a specific challenge: residents need easy day-to-day access, but intruders need to be stopped at the boundary — long before they reach a door. The Najjanankumbi project was specified around that constraint.
What we built
- 8 channels of CCTV sited to cover the gate, all common-area entrances, the rear approaches and the parking — overlapping coverage across all approach paths.
- Full electric fencing engineered to local energizer standards with a sealed weatherproof control unit and battery backup.
- Razor wire topping the perimeter — physical deterrent stacked on top of the electronic one.
- Encrypted CCTV feeds to PASS-Ops in Kampala for live monitoring.
- Resident-aware access plan — entry points and CCTV angles specifically chosen to not surveil into private apartment windows or balconies.
An apartment block has to feel like a home to residents and a fortress to anyone trying to break in. Those two things aren't in conflict if you spec the perimeter right.
Why two perimeter layers.
Electric fencing on its own deters most opportunistic intrusion. Razor wire on its own deters more, but is easier to defeat with the right tools. Stacked, they trade properties — and a layered defense is significantly harder to defeat than either layer in isolation:
- Electric fence deters fast — most opportunists won't test it twice.
- Razor wire raises the time-and-tool cost of any attempt — extending the window for the CCTV to catch it.
- Both layered — the cost-per-attempt of defeating the perimeter is high enough that most intrusion attempts are abandoned at the wall.
