The brief

A high-security customs facility, watched in real time.

The Uganda Revenue Authority required an IP CCTV system at its Customs Warehouse — a high-traffic, high-security site where the supply-chain implications of an outage or coverage gap are measurable in lost revenue and disrupted trade. The build was tendered through Integrated Transport Solutions Limited (ITSL), URA's long-time technology integrator. PASS Systems was selected to specify, install and maintain the surveillance layer.

What we built

  • 16 channels of IP CCTV sited to cover loading bays, internal warehouse zones, perimeter approaches and personnel checkpoints — with overlap on every critical chokepoint.
  • Dedicated NVR & storage for 30-day on-site retention, with off-site mirror to the PASS-Ops backup vault.
  • VPN-tunneled feeds to the PASS operations bench in Kampala — encrypted end-to-end, with hardened firmware on each camera.
  • Documented response protocol defining who is contacted, in what order, for what class of incident — co-developed with URA and ITSL.
  • Integration with URA's existing access infrastructure for unified event correlation.
The Customs Warehouse is the kind of site where "the camera was offline" is never an acceptable answer. The whole point of bringing PASS in was to build something nobody had to apologize for.

The engineering call

The decision to specify IP cameras (not the cheaper analog alternative) was driven by three constraints we discussed with URA upfront:

  1. Resolution at distance — the warehouse has long lines of sight; analog falls off badly past 12 meters. IP gives us usable forensic detail across the whole bay.
  2. Network-native — feeds can route directly into the existing URA fiber backbone without analog-to-digital conversion losses.
  3. Hardened against the obvious attacks — default credentials disabled, UPnP off, firmware signed.
